The Civil and Local Government Staff Association Ghana (CLOSAG) has urged government to undertake a rigorous evaluation of the first phase of the Single Spine Pay Policy (SSPP) before going ahead with the second.

The numerous agitations and industrial actions in recent times have been necessitated because of the challenges that lingered before the implementation of the second phase, a statement by CLOSAG this week said.

Executive Secretary of CLOSAG, Isaac Bampoe Addo, has said that industrial agitations have grown in number as a result of a not-so-clearly-defined pay structure within the public sector.

“The re-introduction of already consolidated allowances was as a result of the absence of guidelines, which has created a demonstration effect of other institutions calling for such allowances in the name of equity and fairness.

“We wish to reiterate that evaluation is of essence in effective policy implementation and the second phase should not be devoid of monitoring and evaluation.”
